The Swedish biathlon duo started brilliantly, taking a clear lead, but had big problems in the windy final shooting rounds and finished second.
Norway, with Sturla Holm Lægreid and Karoline Offigstad Knotten, handled the wind best and took home the victory. Finland came third.
"It was a special relay. I tried to push on, but you can't push when the wind is at its strongest," Samuelsson told SVT.
France was in the hunt for victory for a long time but was eliminated after star Émilien Jacquelin lost count at the shooting range and used one shot too many.
Later in the afternoon, the mixed relay will be decided. Viktor Brandt, Martin Ponsiluoma, Anna-Karin Heijdenberg and Elvira Öberg will compete there.
