The proposal means that the age of criminal responsibility will be lowered from 15 to 14 years, not 13 years as originally intended.
The reason the government withdrew the proposal a couple of weeks ago was that it was uncertain whether it would receive support in the Riksdag. The uncertainty was due both to the failure of the set-off system and to signals that several members of the Tidö parties were hesitant about the 13-year age limit.

The proposal will be debated and decided by the extraordinary Riksdag in August. The idea is that it will come into force on September 10 this year.
