Sweden Makes It Harder to Amend the Constitution, Requiring Two-Thirds Support for Final Vote

To amend the constitution, two decisions by the Riksdag are currently required, with a parliamentary election in between.

From 1 April 2027, the second decision will also require the support of at least two-thirds of the members of the Riksdag.

The constitutional amendments to the Instrument of Government concerning the Riksdag system, which have now been finalised, also strengthen the independence of the courts.

The first decision on the constitutional amendments was taken on 1 October 2025. Wednesday's decision was the second.
