The Police Authority and the Swedish Post and Telecom Authority (PTS) have begun working on the matter on behalf of the government, based on new legislation, among other things.
"Through close cooperation between authorities and telecommunications operators, we can strengthen protection for users and make it more difficult for criminals," says Director General Lena Nyberg on PTS's website.
Among other things, telecom operators should watch for patterns in which numbers try to contact a surprisingly large number of recipients.
"Success for us is when text messages or phone calls don't even reach the victim," says Mats Berggren, deputy head of the police's National Operations Department (Noa).
