The six authorities - the Swedish Employment Agency, the Swedish Social Insurance Agency, the Swedish Prison and Probation Service, the Swedish Enforcement Authority, the Swedish Pensions Agency and the Swedish Tax Agency - do not need to look for people without a permit, but must provide further information they already have when concrete circumstances indicate that a person lacks the right of residence.
The law has been criticised by several children's rights and human rights organisations and described as a "reporting law", including by trade unions with members in the relevant authorities.
The Left Party and the Green Party voted against the proposal when the Riksdag considered the issue in June, as did the Social Democrats and the Center Party, who wanted to raise the bar for when the authorities are obliged to sound the alarm. From there being “reason” to assume that the person does not have the right to reside in Sweden, to there being “strong reasons” to assume that this is the case.
