The Swedish Maritime Accident Investigation Board will investigate the extent of the crimes and submit proposals on how principals and employers should act.
It will find out how extensive this is, how many people are affected and how many perpetrators there are, Vinge said at a press conference.
The Commission will also examine the possibility of increased liability for civil servants in cases where employers do not act on information about abuse.
The SD wants people who commit repeated rapes to be sentenced to life imprisonment.
Vinge hopes that the commission will be appointed as soon as possible.
