Iran's security services have long-standing relationships with international and local criminal networks, the statement says.
"Their exploitation of these groups is regrettable," the countries write.
Iranian dissidents, journalists, and Jewish and Israeli groups have become targets of assassination plots and other malicious acts outside Iran, the statement says.
"We stand united in our determination to protect our countries and our people against these threats. The Islamic Republic of Iran must stop these actions now," the countries write, adding:
"We are together determined to take further action to stop them."
