The man, who is from Syria, was arrested on Saturday in the Neukölln district in southern Berlin.
The police task force has raided three addresses in the city, reports Bild . During the search, bomb-making materials were found, according to the newspaper.
The man is said to have expressed sympathy for the terrorist organization ISIS and shared propaganda on social media.
