Residents in eight stairwells near the object were evacuated.
The incident occurred at 3 p.m. At 7:30 p.m., the police announced that the national bomb disposal unit was taking care of the object and that the cordon was being lifted.
The man who was in the apartment has been arrested on suspicion of a felony offense against the Explosives and Flammable Goods Act. A technical examination will be conducted in the home.
