The attack took place during a protest in a busy area near a police station. Four police officers were among the 14 dead.
In the northern border province where the bombing occurred, Pakistani authorities are fighting a growing insurgency from the Pakistani Taliban movement, TTP.
So far this year, more than 800 people have been killed in militant attacks in Pakistan.
The country has previously accused militant groups originating from Afghanistan of similar attacks in the border provinces, which the Taliban government in Kabul denies.
Another bombing occurred in the same province in May.
