"On this anniversary, we proudly declare the establishment of a government for peace and unity, a broad coalition that reflects Sudan's true face", writes the rebel movement's leader Mohamed Hamdan Dagalo on the messaging service Telegram.
The war between RSF and Sudan's regular army broke out on April 15, 2023.
In February, RSF and its allied groups signed a charter in Kenya to form a government in the areas they control.
According to Mohamed Hamdan Dagalo, the rebel movement has now also signed a temporary constitution with "civilian and political forces" to lead the way towards "a new Sudan".
The military drove the rebels out of the capital Khartum in March after fierce battles. RSF has instead advanced in the Darfur region in the west and threatens the regional capital al-Fashir, which is the last major city the military controls there.
Tens of thousands of people have been killed in the war. Over 13 million people have been displaced. The country has in practice been divided: the army controls areas in the north and east, and RSF with coordinated groups controls areas in the west and south.
Both sides have repeatedly been accused of war crimes and abuses against the population.
