"Together with firearms violence, the bombings are the most extreme expression of the system-threatening organized crime, writes Minister of Justice Gunnar Strömmer (M) and Carl-Oskar Bohlin (M), Minister for Civil Defence, on Svenska Dagbladet's debate page.
The measures the government primarily wants to introduce are stricter control, increased supervision in Sweden, and faster cooperation at the EU level. Still, there are significant deficiencies in the supervision of issued permits for handling explosive substances. In 2023, a total of 3,750 permits for explosive goods were issued – but only 352 supervisions were carried out.
According to the government's proposal, the Agency for Community Protection and Preparedness will be given a coordinating role for the municipalities' permit activities. The agency will also exercise supervision over the municipalities' permit and supervision activities.
"The one who has a permit will be obliged to report the use and temporary storage of explosive goods to the municipality. Thus, each municipality will have knowledge of where, when, and who is using or storing explosive goods within the municipality's boundaries", write the ministers.
