South Korea's Kospi is one of the biggest gainers in early trading, up 1.2 percent.
The Tokyo Stock Exchange is also up, with the Topix up 1.0 percent and the Nikkei up 0.3 percent.
In China, Shanghai is up 0.1 percent and Shenzhen is unchanged.
Hong Kong's Hang Seng is down 0.2 percent.
