A decree formally declaring a state of emergency will be signed, Russian Governor Sergei Aksyonov announced on Telegram.

"This decision was made primarily to address financial issues," he writes.

The Ukrainian attacks, mainly targeting energy infrastructure, have led to power outages and fuel shortages in Russian-occupied Crimea. This has in turn hit tourism on the peninsula, which is a popular destination for Russian vacationers. Russian media reported earlier in June about mass cancellations and panic among tourists.

"Everyone is scared," a tourist from Moscow told AFP in the port city of Feodosia earlier this week, after a night of Ukrainian drone strikes.

The sky was like 'Star Wars'.
