The balloons have been flying for some time, primarily loaded with smuggled cigarettes. But they disrupt air traffic and are also seen as a broader security threat given Belarus' close relationship with Russia and the war in Ukraine.
Earlier this fall, both Lithuania and the EU called the balloon traffic a hybrid attack. And now a form of state of emergency is being declared to enable higher preparedness in Lithuania.
