The government's bill also includes a ban on minors using tobacco products and a ban on tobacco advertising. The aim is to achieve a tobacco-free generation, according to Health Minister Mónica García.
“The goal is simple - to make clean air the norm in places that share many things,” she says.
The bill needs to be approved by parliament, where the left-wing government lacks a majority. It is feared that this will lead to an outcry from the tourism industry.
Around 26 percent of adult Spaniards smoke, according to government statistics from 2024. Smoking leads to around 50,000 deaths annually, according to the Minister of Health.
In 2010, smoking was banned in indoor public places in Spain.
