Hungary has agreed to the EU lending nearly 1,000 billion kronor to Ukraine, after the war-damaged Druzhba pipeline has been repaired and oil has begun to flow from Russia, through Ukraine and to Hungary.
A political agreement was reached in the EU on Wednesday. A written procedure now follows that must be completed by 1 pm on Thursday.
If no one objects, the decision will be made.

Slovakia and Hungary have exemptions from the EU's ban on Russian oil imports. But after a Russian attack in January, oil deliveries were halted, which Hungary has used to block the EU's large loan that other leaders had previously agreed to.
On Tuesday, Volodymyr Zelenskyy announced that Ukrainian experts had repaired the Druzhba pipeline that carries Russian oil through Ukraine to Hungary.
At 11:35 on Wednesday, local time in Sweden, oil began pumping through the pipeline, a source in the "energy industry" told AFP.

Hungary and Slovakia have confirmed that the transfer has begun, and Hungarian energy company MOL said it expects the first deliveries to arrive by Thursday.
Slovakia's Minister of Economy Denisa Saková stated on Facebook that Ukrainian state-owned Ukrtransnafta has announced deliveries to Slovakia are expected to take place on Thursday morning.
