The Social Democrats want to abolish the free establishment right in the entire welfare sector.

The party executive is submitting such a proposal ahead of the party congress at the end of May.

Schools, health centers, and nursing homes should be located where they are needed, says the Social Democrats' group leader in the Riksdag, Lena Hallengren.

The four establishment rights mean nothing other than that it is the private actor's, the market's, venture capitalist's interests that govern.

The party executive wants to introduce a needs-driven establishment right instead.

Society should always have a veto when establishing a tax-funded welfare activity, says Hallengren.

The proposal is said to be a key part of the "reform agenda" the party plans to run on in the 2026 election.

We will address market failures, one by one, branch by branch, sector by sector, says Hallengren.
