At least two of the students have serious injuries, Justice Minister Akin Gürlek said on X. Several people have been taken to hospital, the Turkish newspaper Hürriyet writes.
The shooter was caught on surveillance camera with what appears to be a rifle, the NTV news site reported. The person was later arrested by security forces, according to local authorities in Manisa, north of the port city of Izmir.
A criminal investigation has been initiated.
School shootings are rare in Turkey, but in April there were shootings at schools in both Sanliurfa and Kahramanmaras, prompting President Recep Tayyip Erdogan's government to promise stricter gun laws and increased security at the country's schools.
