Among those arrested is a former chairman of the major club Galatasaray.
In October, it emerged that 152 professional football referees in Turkey are being investigated for betting money on matches over the past five years.
Later, 149 referees were suspended and several people have been arrested since then, including six football referees suspected of involvement.
Over 1,000 players, at least 25 from the Turkish top division, have also been suspended.
