"The enemy is attacking with ballistic missiles," Timur Tkachenko, head of the city's military command, said on Telegram, while Kyiv Mayor Vitali Klitschko said air defences had been activated.
People are urged to stay sheltered.
Russia has repeatedly fired missiles and drones at Ukrainian cities during the more than four-year war.
The city of Sevastopol in annexed Crimea was left without power after a Ukrainian attack on energy infrastructure, according to Russian-appointed governor Mikhail Razvozhayev. Crimea was illegally annexed by Russia in 2014.
