Nine people were injured in the operation when police stormed a house in the province of Yalova, south of Istanbul.
"During this operation, IS terrorists opened fire on our brave police," Interior Minister Yerlikaya said.
According to Yerlikaya, the operation was one of 108 simultaneous raids against IS suspects in 15 of the country's provinces. The raid was reportedly carried out with "great caution" because women and children were in the building where the suspects were.
