The accident occurred near the coast of Demre in Antalya province, Turkey. The governor told the Turkish news agency Anatolia that the boat carrying Afghans ignored calls to stop and instead tried to evade the coast guard boats at high speed.
Seven people were rescued from the sea and received immediate medical attention. 14 others reached the shore and were arrested by Turkish police, according to Anatolia.
Search and rescue efforts continue to try to find any people who may still be missing.
