It was after qualifying that McLaren driver Norris complained about the new engine and chassis rules for Formula 1 cars.
Starting this year, engines must be powered 50 percent by electricity.
"We've gone from the best cars ever made in Formula 1, the nicest to drive, to probably the worst. It sucks," said the Briton.
Sunday's winner George Russell believes it is too early to evaluate the rule changes and points out that McLaren also uses a Mercedes engine.
"We had the same engines last year, and McLaren did a better job than we did and beat us. Now McLaren and we have the same engines, the same goes for Williams and Alpine, and so far we have done a better job," said Russell, who was over 51 seconds ahead of fifth-placed Norris at the finish.
