Oliver Solberg is in the fight for the world championship title. He is third in the standings, 21 points behind Welshman Elfyn Evans and four points behind Finn Sami Pajari.
The cancelled rally means there will be one fewer race for the 24-year-old to make up points in.
Italy's World Rally Championship rally in Sardinia in early October will be the final round of the year, the International Automobile Federation (FIA) has announced.
"It is the right and safe decision, but it is very sad that we as a sport at the highest level have not managed to find a solution to finish the season," Solberg said in a statement.
