France and Saudi Arabia have signed a letter of intent on the parks, the Élysée Palace said after Saudi Crown Prince Mohammed bin Salman met with President Emmanuel Macron in Paris.
One of the parks will have a Japanese manga theme, and one of Macron's advisers told the AFP news agency that the project was based on a conversation between the two in 2024 in which they "discovered a common interest in manga and in particular Dragon Ball Z."
It is not clear when the parks could open, but according to French estimates, they are expected to generate around 22,000 jobs.
