The ship Fitburg was sailing to Israel from Russia when it was stopped on New Year's Eve 2025 after two data communication cables were damaged. The Fitburg was ordered to a port in Finland for investigation.
The Russian captain and an Azerbaijani crew member were charged on Monday with a felony and gross interference with postal and telecommunications traffic, according to the Finnish Public Prosecutor's Office.
The destruction is believed to be part of Russian hybrid warfare against neighboring countries.
In addition to the two submarine cables being severed, eight switching stations were damaged when an anchor was dragged along the seabed.
