Ivanov was one of several deputy defense ministers. He was responsible for military construction projects when he was detained by Russia's Investigative Committee, one of the country's law enforcement agencies.

The 49-year-old Ivanov is one of the Russians on the EU's sanctions list due to Russia's attack on the neighboring country of Ukraine.

He was also the subject of an investigation published in 2022 by the anti-corruption foundation banned in Russia, which the late opposition politician Aleksey Navalny founded. According to the investigation, Ivanov has made money by supervising construction projects in Ukrainian Mariupol, which is occupied by Russia.
