The mayor of Cluj-Napoca, where the competition is to be held, announced in a post on Facebook that Russia would not be allowed to use its flag or national anthem.
"I do not agree that political symbols from a warring country in Europe should be used within the EU," he wrote.
On Friday, the Russian Gymnastics Federation announced that it was withdrawing from the competition and accused the organizer of violating competition rules.
Following Russia's full-scale invasion of Ukraine in 2022, Russian competitors were banned from international competitions. After a period during which they were allowed to compete under a neutral flag, the International Gymnastics Federation decided in May to lift all restrictions on Russia.
