The move comes during an economic forum in eastern Russia, ahead of talks between Ukraine's President Volodymyr Zelenskyj and European leaders on Thursday which, among other things, are to deal with precisely security guarantees.
These desired guarantees are described by Russia's Foreign Ministry spokesperson Maria Zacharova as "a springboard for terror, for provocations against our country".
They do not guarantee Ukraine's security, they guarantee danger for the European continent, she says.
Russia will not discuss the deployment of foreign soldiers in Ukraine "in any way", continues Zacharova.
