Footage in Russia's state-run media shows masked men from the FSB security service leading a blindfolded and handcuffed man out of an airplane at Moscow's Vnukovo airport.
According to the Russian account, the man was arrested in Dubai, after which the Emirati authorities agreed to extradite him to Russia.
The information cannot be verified by outsiders at this stage. The man has been named and said to be a 65-year-old Russian citizen. He is identified as the shooter.
Vladimir Alekseev was shot multiple times as he walked through the gate of his apartment building in northwestern Moscow on Friday. He survived, was taken to a hospital and was later reported to be conscious again.
The Russian government initially blamed Ukraine for the assassination attempt, and Foreign Minister Sergei Lavrov accused Ukraine of trying to sabotage ongoing peace talks. Ukraine has denied involvement.
Russian media reported this weekend that more people have been arrested for involvement in the assassination attempt.
Corrected: In a previous version, the general had the wrong first name.
