"Without an adequate solution to the problems underlying this crisis, it will simply be impossible to reach a final agreement," he said on Russian television.
The previous draft was negotiated between Russia and the United States without Ukrainian and European involvement.
The latest draft, which is instead the result of intensive talks between the US and Ukraine, contains 20 much more pro-Ukrainian points.
"That plan, if we can call it that, is radically different from the 27 points that we have been working on in recent weeks since the beginning of December in cooperation with the American side," Ryabkov said.
He accuses Kyiv of trying to "torpedo" a peace agreement with the EU's backing.
According to him, an agreement must remain "within the framework" set by Presidents Donald Trump and Vladimir Putin during the summit in Alaska, USA, in August.
