Over 90 percent of Russian regions have experienced fuel rationing or fuel shortages since June, according to local media and official statements.
To increase fuel supplies in the country, the Russian government on Wednesday imposed a ban on diesel exports. The ban will remain in effect until July 31, the government said in a statement.
Ukraine has attacked refineries as far away as Omsk in western Siberia, deep inside Russia.
The fuel shortage has led to long queues at gas stations and dissatisfaction among the population.
