The background to the legislation is, among other things, TV4's revelation during the last election campaign about how five of eight parliamentary parties tried to circumvent the rules on anonymous donations. Parties have previously been required to report who makes contributions above half the price base amount, which in 2026 is SEK 29,600.
A ban on anonymous and foreign contributions, regardless of size, is now being introduced with the aim of increasing public transparency in politics.
The Riksdag also decided on a so-called lobby register that will be kept at Kammarkollegiet.
The government also submitted a bill regulating contributions from trade unions and employers' associations to parties. A union member will now be able to decide that their membership fee may not be used as a contribution for party political purposes.
