The medical record system, which has cost over SEK 2.2 billion so far, has been postponed several times and has not yet been implemented in Skåne. According to the review, Millennium should have been stopped in the procurement process eight years ago.

It did not meet one of the region's mandatory patient safety requirements - that the system meet EU requirements for medical devices and be correctly CE marked. Despite this, the tender was approved by the region's IT procurement officer.

At the same time, the main competitor was rebuffed for forgetting to sign a document that was not mandatory, and Millennium was presented to politicians as the only approved alternative, according to the review.
