UN Secretary-General António Guterres warned Russia last August that it risked being added to the annual blacklist. But despite the warning, “individual incidents and systematic sexual violence have continued to be documented by the UN,” the report says.
On Thursday, it was also announced that the Israeli Prisons Authority had been added to the UN's blacklist for 2026, which has not yet been published. Israel reacted angrily and broke off all contact with Secretary-General António Guterres.
Hamas, IS, and state actors in Sudan and Congo-Kinshasa, among others, have already been included on the blacklist.
