Performance artist Luis Manuel Otero Alcántara was recently released from prison in Cuba and has now arrived in Miami, USA, according to US authorities.
"The international community must stop turning a blind eye to the Cuban regime's human rights violations," Rubio said in a statement upon arrival.
Otero Alcántara was sentenced to five years in prison in 2022 - accused, among other things, of insulting Cuba's national symbols.
At the time of his arrest, he was the leader of the opposition activist group Movimiento San Isidro, which the Cuban regime accuses of being funded by the United States.
