A major water leak made 180,000 households in Puerto Rico lack access to water.
Although most have got the water back, Governor Jenniffer González-Colón has declared a state of emergency and called in the national guard.
A privately owned company caused the leak, but the government does not want to name the company for fear of riots. If the company is deemed guilty, it will have to pay damages, says Interior Minister Hiram Torres.
