The investigation shows that the boy was wearing a reflective vest with a broken edge band at the back when he was playing in a slide on December 5 last year.
The reflective vest got stuck in the edge of the slide and the boy suffered such severe injuries that he died two days later.
"Today, I have decided to discontinue the preliminary investigation since it is not possible to show that anyone's actions have been so negligent that they should be considered punishable," says prosecutor Anna Lundberg in a press release.
During the investigation, crime scene investigations have been conducted, the reflective vest has been examined, interviews have been held, and routine and supervision documents have been obtained.
After the fatal accident, several municipalities around the country stopped using reflective vests in preschool activities.
