According to the news site Politico Europe, four EU diplomats state that Hungary has "signaled" that it no longer intends to oppose the start of negotiations.
The plan is now to open the first clusters in Luxembourg on June 15, in parallel with meetings of EU foreign ministers and other EU ministers.
However, Hungary has so far only said that "negotiations are ongoing."
The first of the six clusters deals with fundamental EU requirements, including democracy, freedoms and rights, and the legal system. Opening each negotiation cluster requires total agreement among current EU member states.
