The Swedish Work Environment Authority says safety is so inadequate that operations must be prohibited until the police can ensure a safe working environment.
If the decision is not followed, the Police Authority risks a fine of half a million kronor.
The background is that a person died in September during an exercise near Motala after being hit by a distraction grenade.
The police have already stopped using the grenades in training and exercises on their own initiative.
Three people have been charged with manslaughter in the accident and the police want to await the preliminary investigation before making any further decisions on the matter.
