The gunshot victim was found outside and taken by ambulance to hospital for treatment, police said on their website. It is unclear how badly the person is injured.
The suspect was arrested near the crime scene.
The alarm was received at 7:30 p.m. on Monday. Police have cordoned off an area near a school.
