The safety at the Allsvenskan matches has long been a debated topic. Most recently, it was actualized in conjunction with Gothenburg's home game against Öster, where a fan ran onto the pitch and attacked Sebastian Starke Hedlund of the visiting team.
Now, Per Engström, section chief of the police's national operational department, tells SVT that 14 of the Allsvenskan clubs have been cooperative regarding the safety plans surrounding the different teams' home games, which facilitates the work for the police.
All except Hammarby and Djurgården.
It's a provocation from the clubs. I have never experienced Allsvenskan clubs doing it this way, says Engström and continues:
The masked safety plans make it, among other things, harder for us to dimension how many police officers we should have on site when Djurgården and Hammarby play home games at the 3 arena.
According to Engström, it's about the two Stockholm clubs being afraid that the safety plans will leak out, and thus they have chosen to keep them to themselves.
