The plans will be discussed when the EU finance ministers hold an informal meeting in Poland on Friday and Saturday, to which ministers from the United Kingdom, Norway, and Switzerland have also been invited.
The proposal has been put forward by the think tank Bruegel at the request of Poland. The idea is that participating countries will contribute money based on the size of their economy and defense expenditures.
"I look forward to welcoming you to Warsaw and engaging in these important discussions," writes Poland's Finance Minister Andrzej Domanski in his invitation.
The new fund, called EDM, is intended to be completely separate from the new defense fund SAFE, which the EU Commission has recently proposed, and which primarily targets EU countries.
