In July, Chelsea were fined the equivalent of SEK 130 million for violating the Premier League's financial regulations when Russian oligarch Roman Abramovich owned the club.

Tottenham finished second behind Chelsea in the 2016–2017 Premier League. Then-Spurs manager Mauricio Pochettino believes that Chelsea should have been punished more severely.

"We should have won the Premier League," Pochettino said.

The Chelsea fans will be upset with me, but if we at Tottenham had broken the rules I would admit the same thing: “We don’t deserve the title because we broke the rules.”

Chelsea have admitted to breaking a wide range of FA rules, including those relating to agents, working with intermediaries and investing in third-party players.

The violations include star signings such as Eden Hazard, Willian and David Luiz.
