The rules regarding who among people with severe disabilities is entitled to personal assistance have been criticized as cumbersome. Investigations are often perceived as violating privacy, and assessments can vary between municipalities.
The government has announced that the state will eventually take over full responsibility for personal assistance - currently it is divided between the municipality and the state. But before that happens, clear rules should be in place, according to the government.
We want to create long-term and stable conditions for personal assistance, says Minister of Social Services Camilla Waltersson Grönvall (M).
The investigator will be Chief Councillor Erika Odung. She must submit her proposals by 23 May 2028.
