The information about a possible agreement came from representatives of the two countries that have been involved in a prolonged conflict with several wars in the Caucasus.
One of the main reasons for the conflict has concerned the breakaway region of Nagorno-Karabach. The former Soviet republics clashed in war both during the Soviet era and in 2020. In September 2023, Azerbaijan attacked the region and was able to gain full control during an offensive that lasted a day.
An agreement would, among other things, mean that the two countries normalize diplomatic contacts.
Russia, Turkey, and the EU all have significant interests in the development in the region.
