The fire started at lunchtime at ground level after a short circuit in a battery and quickly spread upwards in the building. According to authorities, the timing of the fire meant that the number of victims was probably much lower than feared, as most of the people working in the office building were outside.
Several hundred firefighters tried to fight the fire in the seven-story building, which housed a company's warehouse and office space.
