A hotel has burned down in the southern part of the city, according to AFP.
"It is with deep sadness that 21 people have been declared dead in this tragic incident," police said in a press release.
The fire was extinguished, but the cause is unclear. A number of private individuals helped evacuate people trapped in the building, the AP reports.
