Over 1,000 people killed or injured by cluster munitions in 2025, most in Ukraine

Since Russia launched its full-scale invasion of Ukraine in 2022, Ukraine has recorded the highest number of people injured or killed by cluster munitions in the world.

This year, incidents in Ukraine account for 87 percent of the total, the Cluster Munition Coalition (CMC) writes in a new report.

Afghanistan, Iraq, Cambodia, Laos, Lebanon, Myanmar, Russia and Syria have also reported that people have been injured or killed by cluster munitions in 2025.

87 percent of the victims were civilians.

Cluster munitions can be dropped from aircraft or fired from artillery before exploding in the air, scattering smaller explosive charges over a larger area.

Many of them do not explode upon impact, but can explode several years later.
